U.S. stocks rose Thursday after Federal Reserve Chairman Jerome Powell said the central bank would abandon its policy of pre-emptively raising rates to head off inflation. The Dow Jones Industrial Average climbed 160.35 points, or 0.6%, to 28492.27. The gains leave the blue-chip index just 46 points from turning positive for the year, a position it was last in on Feb. 21.
