WASHINGTON—The State Department said it is classifying the center that oversees China-backed Confucius Institutes in the U.S. as a foreign mission to draw scrutiny to the ways the Trump administration says the Chinese language and cultural programs propagate Beijing’s views. The designation, which is normally applied to foreign diplomatic outposts, requires the Confucius Institute U.S. Center in Washington to declare its personnel and property in the U.S., giving American officials insight into its operations.
