WASHINGTON—President Trump signed legislation to implement the U.S.-Mexico-Canada Agreement, or USMCA, on Wednesday, fulfilling a key campaign promise to renegotiate North America’s economic infrastructure. “Today, we are finally ending the NAFTA nightmare and signing into law the brand new US-Mexico-Canada Agreement,” Mr. Trump said at an outdoor ceremony on the South Lawn of the White House. He was surrounded by workers in hard hats and stood before a large crowd of Republican lawmakers and other guests.
