The United States has allowed the effectiveness of these international organizations, particularly that of the Organization of American States (OAS), to atrophy – they need to be dusted off and put to use. As I mentioned in late March, Chavismo has made Venezuela into a real life “Hunger Games”. It also raises a national security concern for the United States and all of Venezuela's neighbors – the prospect of military weaponry being under the control of criminal gangs. And Venezuela, under Hugo Chavez, purchased a very large quantity of these missiles, 1,800 in 2009 alone. The OAS report on Venezuela published on March 14 outlines exhaustively how the Chavistas have used “dialogue” in this manner.
