Rosiela Mendoza, 51, has been in line for more than three hours to vote in Nag-Iba High School in Naujan town, waiting for her turn. Teacher Helen Antenor said voters started lining up at 6 a.m. in their precinct in Buhuan Elementary School in Naujan. “Voters are slow because they check very well if they did the process right before they stand up,” Antenor said.
