I suggest that the north receiving £2,555 less per person than London might have something to do with it. This has been the case for decades, resulting in a cumulative disadvantage for other regions, the north in particular. Our London-based government gives London 2.6 times more investment per person than the north, which is outrageous. Then the productivity in the north would be very different.
