Many of Mr. Biden’s picks seem to be entering their second or third season. With the pandemic still raging, Mr. Biden and his team will inherit a country facing extraordinary economic, foreign policy and public health challenges. Mr. Biden vowed to pick the most diverse cabinet in history — and he seems well on his way to fulfilling that pledge.
