The intention behind the act, police believe, was to create unrest and generate fear in the national Capital ahead of the Republic Day celebrations, when security arrangements are at their peak. The arrests come weeks after the Delhi Police registered an FIR against Gurpatwant Singh Pannun on January 23 over alleged threats to disturb peace in the capital ahead of Republic Day.
