Who's Afraid Of The Big, Bad Old Age Dependency Ratio?

Since the Social Security Trustees' Report was released on June 5th, there have been a flurry of articles telling us that, alternately, either we should all be Very Worried or that, to the contrary, the news is No Big Deal. It's a long-term problem due to increasing longevity and decreasing fertility and various other wrinkles such as income growth, inflation, and the like. In other words, it's the Old Age Dependency Ratio, stupid. Do we alter the ratio itself, by boosting fertility rates or increasing immigration (and, specifically, immigration of individuals at a mix of skill levels)? Certainly the more NEETs we have of working age (that is, Not in Employment, Education, or Training), the fewer workers we have.
