Dominic Cummings is not Boris Johnson. Cummings proposes, Johnson disposes, and already we see the tension. Sir Humphrey could not have recommended a more boring, traditionalist, establishment suit than Andrew Bailey: a name that already sounds naked without an honorific “Sir”. In Mr Cummings’s vocabulary words like “boring”, “establishment”, “insider” are terms of abuse. It vividly confirms our caricature of a wild man anxious to shake everything up.
