WASHINGTON—Leaders and top officials of world powers are set to attend a conference in Germany on Sunday that aims to produce a cease-fire deal among warring parties in a nine-year conflict in Libya. The conference is set to be the largest of its kind and follows cease-fire talks brokered by Turkey and Russia in Istanbul last week that failed to produce a deal.
