The Tutsi-led M23 has been waging an insurgency in the central African country’s violence-torn east since 2022. Congo and the United Nations accuse neighbouring Rwanda of backing the group with its own troops and weapons. Rwanda denies this but says it has taken so-called defensive measures. Rebels had been stationed 10km from Kalembe for nearly eight months before they seized control of the town on Sunday morning from the Congolese armed forces and the Wazalendo alliance of armed groups loyal to the government, Kabaki Alimasi, an official from Walikale territory where Kalembe is located, told Reuters.

We need an integrated approach… if you don’t have a balance sheet, you will not be able to participate in the future energy market.”De Beer called for a collective approach between the municipalities and Eskom as there is room for collaboration. Referencing several Distributed Energy Resources (DERs) like thermal power generation and PV plus storage at Joburg’s City Power utility, Vermeulen said these are needed to participate in the coming market. He said in the future electricity market, which will move away from a “linear grid“, multiple suppliers will enter via wheeling or DERs. “There is no silver bullet… collaboration is required,” Naidoo told the AMEU Convention. Panelists at AMEU Convention call for tariff reformsKadri Nassiep, Executive Director of Energy at the City of Cape Town said it was important to leverage public-private partnerships (PPPs).

Both a protean, multicultural region, but also a space of transitions and mobility, North Africa faces major challenges: accelerated urbanization (two-thirds of the population in North Africa lives in cities), socio-economic and societal imbalances. In this region, which concentrates 10% of the global actions of the AFD, and where France dedicates 25% of its Official Development Assistance (ODA) to Africa, the AFD Group works to strengthen the resilience of territories, support transitions, and consolidate the social contract. As a natural interface between Europe and Africa, North Africa is facing structural transformations and climate, social, and territorial challenges that it shares with the northern shore of the Mediterranean. By supporting public policies, local authorities, the entrepreneurial network, and civil society organizations to rebalance these situational asymmetries, the coordinated action of the AFD Group in the region has strengthened its offer to support the countries of the region towards development trajectories and transitions for new environmental and societal balances.

By Angelo Amante Italy set to adopt decree to overrule court objections on Albanian migrant campsROME, - Italy's government was set to adopt on Monday a decree aimed at overruling court objections to its flagship plan to set up migrant detention camps in Albania to deter sea arrivals from North Africa. The court based its verdict on a recent ruling by the European Court of Justice on a case involving the Czech Republic, which said a country outside the EU cannot be declared safe unless its entire territory is deemed free of danger. "The conflict with the European law - which is superior to the national legislation - remains ... unless Italy wants to say European sources are not binding on this matter," he told Reuters. Unidentified people abducted, beat and seriously injured a senior Tanzanian opposition party official before dumping her in a forest, her party said on Sunday, a month after a similar abduction and murder of another of its party leaders. Chadema, the leading opposition party, said its women's wing publicity secretary, Aisha Machano, was abducted in Kibiti town in the eastern part of the country while she was on official duties. Machano is the second senior opposition official to be abducted and tortured within two months. Kibao's body was later found on the outskirts of Dar es Salaam with signs he had been beaten and acid had been poured on his face, his party said then. In September, Chadema organised demonstrations against Kibao's death and other reported abductions and disappearances of individuals and opposition party officials in Dar es Salaam, which police thwarted.

Top performing power stations like Kusile and Duvha and other ‘peaking stations’ are continuing to maintain an Energy Availability Factor (EAF) of above 70%, keeping loadshedding at bay, says Eskom. Another three power stations sustained an EAF above 60%. Eskom said the performance of these stations has contributed to the longest stretch of uninterrupted power supply in five years. Sustained EAF improvement• The year-to-date (1 April 2024 to 17 October 2024) EAF is at 63%, a significant improvement of ~7.5% compared to the same period last year (55.5%). • This improvement is primarily due to a drop in unplanned outages (UCLF and OCLF) of the generation units.

Representative ImageATHENS: A search and rescue operation off the coast of the eastern Greek island of Samos has recovered the bodies of two people reported missing overnight after a boat carrying 24 migrants ran into trouble in rough weather, the coast guard said Monday. Authorities said they received a distress call from the passengers on the vessel and a coast guard patrol boat located the vessel, semi-submerged, north of Samos.Twenty-two people were rescued, and survivors alerted the coast guard to the two missing passengers. The bodies of the missing - one man and one woman - were recovered in the early hours of Monday, the coast guard said. The sinking is the latest deadly incident involving migrants trying to make their way into the European Union using the sea route either from the nearby Turkish coast or across the Mediterranean from north Africa.Last week, two women and two children died off the eastern Greek island of Kos when a smuggling boat crossing from nearby Turkey capsized. A further 27 people were rescued. In a separate incident a few days later, one man died, two people were reported missing and 97 were rescued by a passing cargo ship in the Mediterranean south of Greece 's southernmost island of Gavdos. Survivors told authorities they had paid between 7,000 and 10,000 euros each for the passage from the northern Libyan port of Tobruk to Greece.Greece lies on a popular route into the European Union for people fleeing war and poverty in Africa, Asia and the Middle East, with tens of thousands heading to Greek islands, usually in smuggling boats from the nearby Turkish coast, or making the longer and more treacherous journey across the Mediterranean from North Africa.More than 42,000 migrants were registered as having arrived in Greece by early October, with the vast majority arriving by sea, according to figures from the United Nations refugee agency.
