The United Nations Support Mission in Libya reported last Friday that it had received on 5 October an official memorandum from the office of Speaker of the House of Representatives Ageela Saleh that included the approved electoral laws. Commenting, UNSMIL said it ‘‘respects the Libyan sovereign institutions and the national ownership of political solutions. However, to ensure a smooth electoral process and sustainable peace and stability in Libya, it emphasizes that these solutions must be consensual and implementable. The Mission is committed to working with all stakeholders to reaching a compromise, including on the formation of a unified government. The Governor of the Central Bank of Libya (CBL), Saddek El-Kaber, has called on the Attorney General, Sideeg Al-Sour, to stop the continuous drain on the Libyan state of overseas health costs which create obligations on the Libyan state in violation of the public debt law. The soundness of Libya’s civil registry and the right to Libyan nationality is a very contentious subject. Since the February 2011 revolution that ended the 42-year Qaddafi regime, there have been accusations that the civil registry has been corrupted for personal or political gain. He would not offer an estimated figure but said that they are nowhere near the one million fake National ID Numbers alleged. In April 2017, the acting head of the Tripoli Civil Registry Authority (CRA), Khalid Bibas, was seized and held for two days. They said it was trying to use him to gain access to the country’s civil registry database.

TRIPOLI, Oct. 7 (Xinhua) -- The International Organization for Migration (IOM) on Saturday urged to immediately scale up donor funding to accelerate recovery efforts in eastern Libya, which was hard hit by deadly floods last month. The IOM said in a statement that it made the call in order to meet the organization's estimated need for 22-million-U.S. dollar funding to accelerate early recovery efforts in Libya's flood-hit areas, noting that "roughly 30 percent of the required funding has been secured." The organization also called on all relevant international partners and Libyan authorities to facilitate the formation of a unified national mechanism to direct the recovery and reconstruction efforts, as well as to ensure transparency and accountability based on an objective assessment of the situation and needs on the ground. The IOM added that shelter, water, sanitation, and mental health and psychosocial support continue to be the priority needs in these areas. On Sept. 10, Mediterranean storm Daniel triggered Libya's worst floods in decades, killing thousands of people and causing widespread damage to the area's infrastructure.

Sarkozy had been questioned by a judge since Tuesday in a probe launched in May 2021, after French-Lebanese businessman Ziad Takieddine gave media interviews retracting an earlier account that he had delivered Libyan funds to help Sarkozy. Sarkozy, who remains an important figure in French politics although he no longer holds any elected post, has always denied the accusations.
