Ms Young said the failure to appropriate more funding for much-needed defence assistance to Kyiv would “kneecap” Ukraine’s defence forces, “not only putting at risk the gains Ukraine has made, but increasing the likelihood of Russian military victories”. The White House budget director’s warning comes as Mr Johnson has refused to make clear whether he would allow the House to vote on a supplemental funding bill that would include aid to both Ukraine and Israel, as President Joe Biden has requested.

Lloyd’s List Intelligence and oil analysts have noted that Panama, the Marshall Islands, and Liberia have been unwittingly involved in the “flag hopping” phenomenon. Approximately 40% of the 535 dark-fleet tankers have registered ownership through companies incorporated in the Marshall Islands, according to Lloyd’s List Intelligence. The letters addressed to Liberia, the Marshall Islands, and Panama highlight the growing concern over circumvention of the G7’s price cap on Russian oil. While the three countries are not subject to Russian sanctions themselves, the objective of this pressure campaign is not to reduce the number of ships carrying Russian oil but to tighten compliance with the price cap. Embassies in Washington for Liberia, the Marshall Islands, and Panama have not responded to requests for comments as of now.

Governments launched new initiatives on Saturday to bolster clean energy and to wean themselves off fossil fuels at the U.N. climate summit in Dubai, where countries are grappling with how to halt the non-stop rise in planet-warming emissions. In one of the most widely supported initiatives, 118 governments pledged to triple the world’s renewable energy capacity by 2030 at the U.N.’s COP28 climate summit on Saturday, as a route to cut the share of fossil fuels in the world’s energy production. “This can and will help transition the world away from unabated coal,” said Sultan al-Jaber, the United Arab Emirates’ COP28 summit President. Led by the European Union, United States and UAE, the pledge also said tripling renewable energy would help remove CO2-emitting fossil fuels from the world’s energy system by 2050 at the latest. While China and India have signalled support for tripling renewable energy by 2030, neither backed the overall pledge on Saturday – which pairs the ramp-up in clean power with a reduction in fossil fuel use.

Two trucks loaded with militants from the Islamic State West Africa Province (ISWAP) on Sunday exploded when they hit a mine outside Arina Masallaci village in Marte district, according to two anti-jihadist militia members assisting the Nigeria military fighting the jihadists. “The trucks were loaded with the insurgents when the one in the lead hit the mine and exploded along with the second truck trailing closely behind,” Babakura Kolo said. “Around 50 of the insurgents from both vehicles were killed and others were injured,” Kolo said. Liberian Timber stakeholders under the banner “Broader Market Recognition Coalition” (MBRC) has endorsed an international instrument aimed at opening new horizons in the international market that would give them the opportunity to sell Liberia timber species to more countries other than Britain and the European Union. The document was endorsed over the weekend following a two-day brainstorming session in Monrovia by representatives from the government led by the Forestry Development Authority, private sector (logging companies) and civil society. The statement said in view of the above, Liberia’s forest stakeholders recognized that in establishing the BMRC National Committee, consideration should be given to strengthening the existing Multi-stakeholders Processes. According to the Liberian forest stakeholders, the BMRC is a new approach thus concerted efforts should be made to provide education and awareness by the BMRC National Committee of Liberia to ensure that all forest stakeholders fully embraces this global initiative to incentivize tropical sustainable forest systems. Other Liberian forest stakeholders that signed the MBRC document alongside the FDA include the Liberia Timber Association (LibTA); relevant Government Ministries and Agencies (MAC); Liberia Chainsaw and Timber Dealers Union; NGO Coalition of Liberia; the National Benefit Trust Sharing Board and the National Union of Community Forest Management Board.

U.S. President Joe Biden said he hoped the pause in fighting can go on as long as hostages are getting released. He hoped more Americans would be released by Hamas although he did not have firm news. Biden said the 4-year-old hostage, Abigail Edan, had witnessed her parents being killed by Hamas fighters during their Oct. 7 raid into Israel and had been held since then.
