Libya NOC Outlines Path to 2B Barrels Per Day
“We have announced seven or eight marginal fields already and have seen big interest from more than 30 companies,” said Farhat Bengdara, Chairman of the NOC, said in London on Tuesday. The Chairman outlined Libya’s efforts to increase production from 1.25 million to 2 million barrels per day (bpd) in the next two to three years. To achieve this target, the NOC has 45 greenfield and brownfield projects in the pipeline, to be developed at an estimated cost of $17-18 billion. “We need to ensure price stability for the coming years so that there is a healthy environment for increasing production,” said Bengdara. Libya also currently flares over 400 million cubic feet of natural gas and has 12 projects underway aimed at reducing gas flaring to near zero.

Libya: the UN envoy rejects the unilateral initiative of the House and Senate in Tunis
The meeting of members of the House of Representatives and the High Council of State held in Tunis on 28 February with the declared intention of installing a new government in Tripoli represents a “unilateral initiative that could lead to disastrous consequences” in Libya. The United Nations envoy wrote it, Abdoulaye Bathily, in a letter addressed to the two chambers of the Libyan Parliament. The more time passes, the envoy concluded, addressing the members of the House and Senate, "the more you or other parties insist on remaining in your positions, the closer you will bring Libya to the abyss". These five actors should nominate three representatives who will have to sit at the same table to find a compact agreement on the so-called "unresolved issues". NIPA says this comes within the framework of promoting national industry and enhancing the quality and competitiveness of national products. The event is being held under the supervision of the Ministry of Industry and Minerals and in cooperation with the Libyan Export Development Centre (LEPC). A meeting was held yesterday at the LEPC’s headquarters with members of the organising committee to deal with the latest developments in preparation for holding the workshop. The objectives and scientific topics of the workshop were also determined, and the day for holding the event was chosen.

Libyan French Agricultural Forum held in Paris
The Libyan French Agriculture Forum was held last Tuesday (27 February) on the sidelines of the International Agricultural Exhibition in Paris, held from 24 February to 3 March. The Libyan General Union of Chambers of Commerce and Industry represented Libya at the event. The exhibition, it reported, is considered one of the largest and most famous exhibitions in the field of agricultural products, livestock and food industries. It gave the General Union the opportunity to participate in it on behalf of Libya for the first time in its sixtieth session. In the forum, in the presence of interested parties from the French and Libyan sides, the agricultural situation in Libya was presented, and the need to create a partnership between Libyan and French companies to serve the agricultural sector in Libya, develop it, and benefit from the high experience that France has in this field, was discussed.

Government working to strengthen commercial ties with Libya
The government will be doing its utmost to strengthen commercial relations between Malta and Libya, Foreign Minister George Vella said today. He was speaking during a meeting with a delegation from the Matla-Libyan Chamber of Commerce. The meeting discussed several issues of interest to Maltese businesses in Libya and on how cooperation between the two countries could be increased for a bigger presence of Malta in Libya. Libya was now returning to stability and this should serve as an advantage for those who wanted to explore trade opportunities between the two countries. The Maltese government wanted to improve relations by addressing the difficulties that could come up, including those related to the issuing of visas.

Libya’s parliament and High Council of State call for investigation into GNU spending
Libya’s House of Representatives and High Council of State took note of the Central Bank’s warning against excessive spending by the Government of National Unity, calling for an investigation into the expenditures of the Tripoli-based government. This came in a a joint statement today following the conclusion of talks in Tunisia between over 100 members of both chambers. The Governor of the Central Bank of Libya, Saddek Elkaber, has accused GNU’s Prime Minister Abdul Hamid Dbeibeh, unregulated massive spending, which he deemed to be detrimental to the financial sustainability of the state. In a letter addressed to Dbeibeh and published on last Tuesday, Elkaber criticized the pledges that the premier made to increase public salary and welfare grant, among other promises, during in a speech on 14th anniversary of the 2011 Libyan uprising that toppled former leader Muammar Gaddafi.

OPEC February oil output rises on Libya rebound - Reuters survey

The Organization of the Petroleum Exporting Countries (OPEC) pumped 26.42 million barrels per day (bpd) this month, up 90,000 bpd from January, the survey found. PRODN-TOTALThe biggest rise in production came from Libya, one of the OPEC members not required to restrain output, after the Sharara oilfield, one of the country's largest, restarted after being shut down due to unrest. Several members of OPEC+, which includes OPEC, Russia and other allies, made new cuts in January to counter economic weakness and increased supply outside the group. Some OPEC members pledged voluntary cuts in two rounds, in April 2023 and November 2023, and Saudi Arabia made an additional voluntary cut.

Misrata Chamber to hold protest in front of the CBL to ‘‘escalate the situation’’ regarding unfair monetary policy and policy neglect
Misrata Chamber of Commerce held a meeting today its headquarters headed by its chairman, Fathi Al-Amin Al-Turki with several Misrata city merchants and company owners affiliated with the Chamber to followed up on the latest developments regarding the statement the chamber issued on 26 February criticising Central Bank of Libya and the Tripoli Ministry of Economy policy. The statement had complained about what it called the unfair monetary policies of the Central Bank of Libya and the instability of the exchange rate, as well as the Ministry of Economy’s neglect of its responsibility towards economic policy and the monopoly of export and import for some companies, contributing to the instability of the exchange rate in the parallel (black) market. The statement had also threatened a general shutdown of businesses.
