After an 8-year closure, Algerian-Libyan Ghadames border crossing to reopen on 12 December
The Libyan Ministry of Foreign Affairs and International Cooperation announced last Wednesday that December 12 has been set as the date for the reopening of the Ghadames-Debdeb border crossing with Algeria to citizens and trade, after it was closed for more than 8 years. The Tripoli based Libyan government’s media information site said the opening date of the crossing was announced after completing all technical, legal and regulatory procedures by the Libyan and Algerian sides, to facilitate the movement of citizens and trade between the two countries. It is noteworthy that Tripoli based Libyan Prime Minister, Abd Alhamid Aldabaiba issued Resolution No. 488 of 2023 to form a committee to complete all procedures to reopen the crossing with Algeria, to alleviate the suffering of citizens and support trade exchange. Libya-Niger Transit Trade Road report says US$ 3.2 bn project has numerous national and international benefits
A report on the Misrata – Tamenhint – Agadez Transit Trade Road says the project has positive economic, political, social, and security benefits. Return on investmentThe committee recommends the transit trade road charges tolls to users to generate a revenue stream and return money financed by investors. Along the length of the transit trade road services such as hotels, cafes, restaurants etc, would be established to both provide needed services and earn revenues. TIRIt also recommends using the international custom transit system (TIR) which allows companies to transit trade across borders without paying customs or unloading goods. Mohamed Aoun, the Minister of Oil and Gas in Libya’s internationally-recognized Government of National Unity (GNU) in Tripoli, has made a series of media appearances over the last ten days, in what appears to be a response to a 26 November local television interview with his rival, the NOC chief Ferhat Bengdara (MEES, 1 December). Like Mr Bengdara, the minister mainly addressed the dispute between the Ministry and the NOC. Notwithstanding a vague 6 December joint statement announcing the creation of a “joint action mechanism to improve the management of oil production and flows,” the battle for control of Libya’s lifeline oil sector appears to be escalating. After a 12-year hiatus, NOC’s Ras Lanuf exports first 6,000 tons shipment of ‘four carbon mixture’ to China
Libya’s state National Oil Corporation (NOC) announced Wednesday that its subsidiary, Ras Lanuf Company, exported from its ethylene plant its first shipment of ‘carbon-four mixture’. The shipment of 6,000 tons, destined to China, is the first after a 12-year hiatus. The NOC said the export shipment enhances Libya’s position among the petrochemical exporting countries in the world and contributes to the advancement of the national economy.

Libya’s Derna flood response cost lives – independent investigation needed: HRW
An independent inquiry is needed to review failings in the Libyan authorities’ management of catastrophic flooding in eastern Libya in September 2023, Human Rights Watch (HRW) said in a report published Wednesday. Libya’s general prosecutor announced an investigation and Libyan authorities pledged to compensate affected communities and rebuild. Storm Daniel reached Libya on September 9, causing severe flooding the next day after two dams upstream from Derna collapsed. Schools were also affected, and a number of them in Derna continue to host displaced families, according to the UN. At 1:12 a.m., the Water Resources Ministry reassured residents under curfew that all dams in Derna had been inspected and were in good condition.

Tactical exercise launched in Libya in presence of 5+5 Defense Initiative delegation
The tactical exercise “Desert Warriors” began Wednesday in Washtata - south of the city of Tarhouna - with the participation of a number of army units affiliated with the General Staff in Tripoli, and the presence of representatives of the member states of the 5+5 Defense Initiative, according to what was announced by Brigade 444 of the General Staff in Tripoli. The Libyan Army units that participated in implementing the activities of the tactical exercise that simulated combating terrorism were Brigade 444, the Chief of Staff of the Ground Forces, the Counter-Terrorism Force, the Special Forces Department, the Military Engineering Department, and the Intelligence Department, according to the media office of the West Coast Military Zone. Brigade 444 said that the tactical exercise came within the framework of joint cooperation between the member states of 5+5 Defense Initiative in the framework of raising the fighting spirit of the Libyan army units. The tactical exercise activities were attended by military delegations representing five European countries: France, Malta, Italy, Spain and Portugal, in addition to representatives of the Maghreb countries: Morocco, Algeria, Tunisia and Mauritania. The activities were also attended by Assistant Chief of General Staff Salah Al-Namroush, among other military officers.

Bathily urges Libyan political leaders to pave the way for elections
The UN envoy to Libya Abdoulaye Bathily said on X platform that a part of his ongoing consultations with a wide range of Libyan constituencies, and in parallel with his efforts to bring the major political stakeholders together, he met with members of the High National Council for Libyan Women. Bathily added that the participants deplored the lack of women’s representation at all levels and called for meaningful political participation, saying that they had also welcomed his call for a dialogue between the main actors and promised to share a written contribution on the way to end the political stalemate. Bathily said he had urged the political leaders to create enabling conditions for Libyans to elect legitimate and accountable institutions, stressing that he had reiterated his call on Libyan leaders to come to alignment with the people's attachment to unity and desire for peace and stability. Bathily extended on November 23 invitations to key Libyan institutional stakeholders to attend a meeting in the coming period to reach a settlement on the politically contested issues pertaining to the implementation of the electoral process. UNSMIL said in a statement that Bathily had requested the institutional stakeholders to designate representatives to participate in a preparatory meeting, adding that the designated representatives of the Presidential Council, House of Representatives, High Council of State, Government of National Unity and the General Command of the “Libyan National Army” would discuss the date, venue, and agenda of the meeting of their principals.

Dbeibeh talks economic cooperation with Russian ambassador
Libyan Prime Minister, Abdul Hamid Dbeibeh, met with the Russian ambassador to Libya, Aydar Aganin, in Tripoli today for talks on economic cooperation. According to a statement by Dbeibeh’s media office, the Russian ambassador “confirmed the return of the Russian embassy to operate in Tripoli with all its staff”, and also underlined “Russia’s desire for economic and academic cooperation between the public and private sectors of the two countries”. The ambassador expressed his support for “the efforts of the UN envoy to Libya, Abdoulaye Bathily, to hold elections according to fair laws”.

Libya to Increase Crude Production by 100,000 bpd in 2024
Libya’s state-owned National Oil Corporation (NOC) has announced plans to increase oil production by 100,000 barrels per day (bpd) in 2024, up from current levels of approximately 1.2 million bpd. The increase aligns with the country’s efforts to produce two million bpd in the next two to five years. The NOC announced that it is on track to meet this target, with two bidding rounds on the cards for next year. NOC Chairman, Farhat Bengdara, stated during the COP28 summit earlier this week: “We see a lot of interest. I can’t name names, but American companies, European companies and companies from the far East [are interested].”Bengdara added that the production target positions the country to be able to replace crude supplies that it imports from other parts of the world.

Union of Chambers and Agricultural Investment Authority develop strategy for agricultural investment
