LUCENA CITY, Philippines—The Commission on Elections (Comelec) in Calabarzon (Cavite, Laguna, Batangas, Rizal, Quezon) region recorded a total of 243 defective vote-counting machines (VCMs) on election day. ADVERTISEMENTAt least 80 defective VCMs were repaired, while 67 were replaced with functioning units. Police reported that 96 VCMs remained defective.
