Immigration numbers, which count both legal and undocumented immigrants, had reached about one million people annually in the two years before Trump was elected, then began to decline, falling to fewer than 500,000 by the end of his presidency. Trump sought to stem the flow of undocumented immigrants across the U.S.-Mexico border. He also embraced changes to legal immigration that, had they been enacted, would have cut the numbers dramatically. He slashed the number of refugees allowed into the country as well. An already controversial matter became much more so over the life of his presidency.
