OTTAWA—Investigators have referred an allegation of sexual misconduct against Maj.-Gen. Dany Fortin to Quebec prosecutors, Canadian military police said Wednesday. Outside Quebec, the military police force has the power to decide whether charges should be laid without the approval of a civilian authority. A federal official speaking on background told the Star the allegation against Fortin relates to a historical complaint that occurred in Quebec more than three decades ago. Fortin, through his military lawyer, has categorically denied the allegation as it was reported by CTV. Trudeau said Tuesday he was informed “a number of weeks ago” that Fortin, Canada’s vaccine delivery commander, faced a military investigation.
