Many civil servants have stagnated in the same job group, yet their experience and education show they should be promoted. It is unbelievable that someone who is qualified to move to the next job group stays in the same job group for up to 10 years, while those who have godfathers hardly stay in the same job group for years. Sir, I write this letter to inform you that since you took over in 2013, the Government has frustrated hard-working civil servants as far as promotions are concerned. The only problem that civil servants have is that whenever they question such issues, one is threatened with the sack, and there is no option but to remain silent. It is particularly sad that someone with a mere certificate in a given field is awarded job group P and above while someone with a masters degree is languishing between job group L and M.Your Excellency, is this really fair to these officers?
