Like police forces in other Union Territories, Chandigarh police are directly controlled by the Union home ministry. Punishment under the earlier charges of drunken driving and stalking would not have exceeded three years in prison. In a report to the home ministry, Chandigarh police had said a doctor was called to the police station that night to conduct alcohol tests on the accused. They were later taken to a nearby community centre but they had refused to undergo blood and urine test. The denial to undergo medical test will be held against them during the trial of the case as they did not co-operate with the probe," the report said.
