WASHINGTON—Black workers have received far smaller pay increases in recent years compared with other racial groups, despite unemployment for black Americans trending at historic lows. For all U.S. workers, inflation-adjusted median weekly earnings rose 5.3% in the first quarter of 2019 compared with when the recession began in late 2007, according to a Wall Street Journal analysis of Labor Department data released Tuesday.
