WASHINGTON—Democratic presidential candidate Beto O’Rourke offered a detailed proposal to overhaul the nation’s immigration system, doubling down on immigration as his top priority and distinguishing himself from other major candidates on the issue. Mr. O’Rourke, a former Democratic congressman from El Paso, Texas, has vowed to take executive action on immigration on “day one” of his administration, as well as push for a substantial legislative package and increased federal aid for Central American countries.
