According to the Standard Newspaper, In 12 months of Ruto's Presidency, Chief Justice Martha Koome has expressed concerns that independent institutions have encroached upon the territory designated for the judiciary and the Judiciary Service Commission (JSC). Furthermore, Justice Koome pointed out that the Judiciary Fund has not been operating at its full potential due to bureaucratic obstacles and hurdles imposed by the Controller of Budget. Deputy Chief Justice Philomena Mwilu read Justice Koome's statement, and in doing so, she urged the judges to actively support the social transformation of the judiciary by enhancing access to justice. According to the publication, Chief Justice Koome highlighted that internally, the judiciary still faces challenges when it comes to boosting public confidence and trust in judicial procedures. Justice Koome noted that one of the growing areas of complaints received by the JSC and the Office of the Judiciary Ombudsperson concerns the predictability and consistency of legal decisions.
