Chuan warns against further budget bill debateThe opposition is free to debate the budget bill again following a Constitutional Court's ruling on the status of the legislation although its plan to do so could be called into question, warned Parliament President Chuan Leekpai on Tuesday. The Future Forward Party (FFP), however, denied a further debate on the bill would be a tactic aimed at delaying its enactment. The Constitutional Court decided last week the budget bill is partially constitutional and ordered MPs to revote on the readings during which illegal proxy voting took place. Mr Chuan explained the Constitutional Court overrides the legal obligation under Section 143 of the charter where the House of Representatives must pass the budget bill within 105 days of the legislation having been taken up for debate. He said the budget bill should be implemented soon because the economy needs money to keep it going.
