Until this is as near to 100% as is possible, then the result from any proposed system is open to challenge. Not taking part wouldn’t be an option, and would be subject to a penalty such as a fine. The usual suspects would see this is an attack on their human rights, their civil liberties, or some other concocted nonsense. If compulsory voting were enacted then the FPTP system is perfectly adequate, as the winner could justifiably point to a true majority from the electorate.
