Joseph Maeser Mitchell, 29, and his wife, Ilaria Catherina Mitchell, 28, were both arrested and charged with one count of felony child abuse each, on Saturday. The allegation was made directly to the police by the the girl, Mr. Joseph's daughter, who apparently told officers she'd been punished by her father and step-mother "three separate times" by putting a towel over her face and pouring water on it, a police report revealed. 'They would then hold her down in the bathtub and place a towel over her face and pour water on it', the report said. The girl, who hasn't been named, also allegedly said she cannot breathe when it happens and that 'it hurts', according to the report.
