Waste water was flowing out of manholes and treatment plants alike, said Reggie Cheatham, the EPA’s director of the Office of Emergency Management. “Some of these spills are still ongoing,” said Bridget Munger, a spokeswoman for the North Carolina Department of Environmental Quality.
