HCS calls for halt to parallel spending


The High Council of State has called for an end to what it described as “parallel spending” and the cancellation of taxes and fees imposed on basic goods without legal procedures. In a statement issued after a meeting on Tuesday to discuss the economic situation, the council urged the Central Bank of Libya to scrap charges it said had increased prices and eroded citizens’ purchasing power. It also called for a suspension of development spending until a unified spending agreement is implemented between the two legislative chambers, in the presence of the central bank governor. The council urged the Government of National Unity to set a clear import budget in coordination with the central bank, prioritising essential goods and restricting non-essential imports to preserve foreign currency reserves. The statement also called for four months of bonus payments to retirees and social security beneficiaries, saying the measures were aimed at protecting economic stability and public funds.
