Iran’s ethnic geography sharpens the stakes. There are more ethnic Azerbaijanis in Iran than there are in Azerbaijan proper. In a scenario of violent internal conflict in Iran, Azerbaijan might feel compelled to intervene to protect its kin — possibly with Turkish backing. Many within Iran’s ethnic minorities view him as a symbol of Persian chauvinism rather than of national unity, and Azerbaijani Iranians are no exception. Washington should consult broadly with Iranians of all ethnic backgrounds.
