The House bill would help insured diabetic patients by lowering out-of-pocket costs at the pharmacy counter. Any associated out-of-pocket costs would be counted towards a patient’s annual deductible and out-of-pocket maximum. When Build Back Better stalled in Congress, Democrats created a standalone bill to address the out-of-pocket costs of insulin. The insulin bill would help patients financially, at least at the pharmacy counter, but would not reduce the amounts paid to drug companies that make insulin. In fact, a cap on insulin out-of-pocket expenses does not address the underlying insulin prices at all.
