When Hoskins was appointed to head a council to look into pharmacare, Liberals had to know there was a good chance this would be the result. (In truth, Chrétien had no need to make it, since the Liberals faced a badly divided opposition and won the election handily.) And a system of “filling gaps” has already been denounced by Hoskins as the thin edge of an “American-style” health system. The Liberals also worry about pressure from the left, where the New Democrats are dedicated to their own universal plan. The future of Hoskins’ vision may thus depend on how the Liberals fare in the coming campaign.
