A man in Santa Rosa, California, forced to reduce the size of his fence got some payback on City Hall with the help of some naked mannequins. “I put this fence together for my dogs so that they had a place to run,” Windus told San Francisco station KPIX-TV. The city agreed and ordered Windus the alteration to the fence in half, which Windus said he didn’t consider fair. “They made me freak out,” Windus told San Francisco station KGO-TV. I was going to use them for target practice,” Windus told KGO.
