SEOUL—A quarrel between the U.S. and South Korea over the costs of their military alliance threatens to complicate negotiations with North Korea over its nuclear program. President Trump wants South Korea to pay significantly more toward the cost of stationing the current 28,500 U.S. military personnel in the country. The South Korean administration of Moon Jae-in—which has improved ties with the North over the past year—has balked at such increases.
