David ClarkAn ''invisible'' leadership style at the Ministry of Health has been slated in a high-level report card. Released yesterday, the State Services Commission review graded ministry performance in numerous areas. Health Minister David Clark, who had asked questions about the report in Opposition, yesterday called it an ''indictment'' of the previous government. ''The report echoes the concerns about a lack of ministry leadership that I have heard time and again in recent years from those working at the frontline of our health system,'' Dr Clark said.
