She said the man had tied up the dog's muzzle to prevent it from biting people on the way to the trading venue. An animal lover, named Liu Aiwei, said the dog ran away while being taken to dog meat traders. A worker at a Xi'an pet shop said the dog was in stable condition following surgery.
