Republicans haven’t figured out how to kill the Affordable Care Act. Although plenty of people continued to struggle with high premiums or out-of-pocket costs, millions had decent, affordable coverage they could not get before. Any day now, the Trump administration will unveil a proposal to change the regulation of short-duration insurance plans. For now, the Trump administration is making headway by using its executive authority to scale back the program, bit by bit. For people who don't qualify for subsidies, markets in some states could look like they did before the Affordable Care Act.
