Mindy Talmadge, a spokeswoman from the San Francisco fire department, said she did not know what they were burning on a day when temperatures in San Francisco climbed to 95 degrees by noon. The San Francisco consulate is well known as a base for technology workers and has been long suspected of involvement in spying activities.
