It considered the names of 25 advocates, who were recommended by high courts for judgeship, but cleared 19 names out of them. Nine lawyers were recommended for Madras HC and five each for Calcutta and Karnataka HCs. "Interestingly the collegium refused to recommend the name of one lawyer, proposed by Calcutta HC, for judgeship on the ground that his average professional income was well below the prescribed minimum limit. Shampa Sarkar, Sabyasachi Chaudhury, Ravi Krishan Kapur, Arindam Mukherjee, and Sakya Sen, advocates, be appointed as Judges of the Calcutta HC," it said. It rejected names of two advocates for judgeship for Madras HC on the ground that they were above maximum age limit of 55 years.
