By Aaron SseruyigoSudanese Prime Minister Abdalla Hamdok and Abdel-Aziz Adam al-Hilu, the leader of the rebel SPLM-North faction, signed a declaration of principles in the Ethiopian capital, Addis Ababa, that says, “The state shall not establish an official religion.
