I have also seen government-sponsored graffiti in the streets of Valparaiso, Chile. But in Valparaiso, graffiti is a healthy part — you might even say an esthetic part — of the city life. It is in north Miami (you get off I-195 at the North Miami exit), a once-sketchy place you wouldn’t be wandering around 10 years ago. And the surrounding streets are filled with fashion boutiques, restaurants—even a catch-all store that sells—now get this—million-dollar cars, guitars, and paintings. Yes, there are four spectacular cars sitting on the floor.
