• Oil rose toward fresh four-month highs Tuesday amid output cuts from OPEC and Russia, but U.S. prices were encountering resistance below the $60-a-barrel level that hasn’t been reached yet this year. • West Texas Intermediate futures, the U.S. oil standard, were up 0.3% at $59.26 a barrel on the New York Mercantile Exchange, after climbing as high as $59.56 a barrel intraday during the overnight session. WTI ended Monday at $59.09, marking the highest closing price since Nov. 12 and the fifth increase in the past six sessions.
