Wellington Mayor Andy Foster is facing a backlash after sending out changes to the council Long-Term Plan at 1.25am. Wellington Mayor Andy Foster faces a call to delay a vote on his council’s draft Long-Term Plan after sending out a “dog's breakfast” of changes at 1.25am on the morning of his big vote. Wellington was set to increase rates by 13.5 per cent but Foster recently suggested a 15.99 per cent increase, to the shock of some councillors. The last big increase was in the 1995 to 1996 year, when a 16 per cent increase was agreed to. It is understood Foster’s eleventh-hour changes included alterations to the council’s cycleway plan and some internal cost savings within council.
