Will Mark Carney, governor of the Bank of England, bow out with a rate cut? Mr Carney doesn’t officially leave until March, but he chaired his final meeting of the monetary policy committee (MPC) yesterday. A speech by the governor earlier this month — combined with comments from two members of the MPC that they were minded to vote for a rate cut — convinced many that the Bank would announce a cut at noon today. The probability of a rate cut rose to 65 per cent in just a few days earlier this month, according to CME’s Bankwatch tool. But a string of upbeat economic surveys since have raised doubts and the market is now divided: with a 51/49 per cent split
