Dr Opas Karnkawinpong, permanent secretary for public health, said yesterday that PM2.5 dust levels usually go up between the end and early part of the year. They can also visit the website https://pm25gistda.or.th to assess air quality levels, where the blue colour code means the air quality is very good. Yellow means unhealthy, so people with respiratory tract disorders should avoid outdoor exercise, while children and the elderly should limit outdoor time. Orange means very unhealthy, and red means hazardous air quality.

People, particularly those with chronic diseases, are advised to check the air quality before leaving their homes or engaging in outdoor activities, the ministry advises. According to the air quality website of the Pollution Control Department, PM2.5 levels in certain provinces — particularly in the Northeast such as Nakhon Phanom, Mukdahan, Yasothon, Nong Khai and Ubon Ratchathani — are now at the moderate (yellow) level or unhealthy (orange) level. Dr Opas said that before leaving their homes or participating in outdoor activities, people should check PM2.5 levels using the Air4Thai mobile application or visit the Pollution Control Department’s Air4Thai website. The cabinet on Monday extended the period of stay for Russian nationals under the visa exemption scheme to 90 days, from 30 days, to drive the market during the high season. Prime Minister Srettha Thavisin said he plans to hold discussions with Russian President Vladimir Putin about other areas of cooperation in the future. However, tourism operators in Koh Samui and Phuket believe they can reap benefits from Russians staying in the country for longer. "The post-Covid trend has shown that tourists are keen to stay for longer at destinations," said Mr Thaneth. As of Oct 15, Russian tourists tallied over 1.03 million, while the Tourism Authority of Thailand (TAT) is hoping for 1.47 million this year.

The loan will be repaid by the Budget Bureau using the government's annual budget. The double-track upgrades are meant to improve connectivity to the northeastern region and beyond. Transport officials have already been told to submit their proposal for the Hat Yai-Padang Besar double-track upgrade to the SRT board by next week.

Tassanai Jiewmaidaeng, 56, the pickup driver, told police that while driving from his house to the market he overtook another pickup and sped toward the railway crossing without noticing that the wooden bars at the crossing had been lowered. The train paused for a while before proceeding to the Chaiya railway station about 200 metres away.
