Satellite provinces of the capital were inundated this week as river levels rose, threatening a return of floods that paralysed parts of Bangkok last month. City Hall said all oversized garbage must be dumped at designated areas only. It added that city residents can drop their oversized garbage at selected BMA refuse points free of charge every Saturday and Sunday from 9am to noon. The Thai Sang Thai Party (TST) has not ruled out a possible merger with the Sang Anakhot Thai Party (SATP) as long as the latter does not support Gen Prayut Chan-o-cha's prolonged stay in power, it said. He said political parties will have to consolidate their support bases to secure the required number of seats. A merger would be possible if his ideology differs from that of the Prayut government's. SATP leader Uttama Savanayana said his party has been in talks with other parties including the TST about the political situation after the changes to the election law. He said it was too early to say whether the SATP and the TST could merge.

Thailand launched the updated Long-Term Resident (LTR) visa on September 1, joining Japan, Singapore, the United Kingdom and United Arab Emirates in granting long-stay rights to targeted foreigners – though terms and conditions vary from country to country. From last month, Thailand halved the fee for its LTR visa, which lasts for 10 years, from 100,000 baht to 50,000 baht to attract four groups of foreigners – wealthy people, retirees, those who want to work in Thailand, and experts. The government expects the LTR visa to bring in at least 1 million people per year, significantly boosting economic recovery after Covid. Affluent applicants must have combined assets of at least US$1 million and an income of at least $80,000 per year. The visa also covers up to four family members, including dependents under 20 years of age.

One theatre ended up cancelling the planned screening after receiving a wave of protests against the film, which is based on the 42-year-old suspect, Tetsuya Yamagami. This time, a special 50-minute version of the movie was released that was filmed in eight days from late August. The full-length version is scheduled to be completed in November and to be shown at theatres across the country. The special version was to be screened at 13 theatres, but the plan was shelved at one theatre due to a series of threatening phone calls and emails. “Protests were received even by the commercial facility housing the theatre,” an official of the theatre said.

The three day festival features seven main types of activities – exhibitions, creative activities, music and performance arts, local special shows, “Nan Talk”, workshops, and a market. "We may begin to see the revenue from selling hemp flowers and seeds to the contract farming companies, but we aim higher. Aside from the product launch, 88 Cannatek will continue to plant 300,000 hemp seeds in 2023, up from 100,000 hemp seeds in 2022. He noted that according to a Krungsri Bank report, cannabis and hemp have long been used for medicinal and commercial purposes around the world. It is estimated that the market size is currently 800 billion baht and would grow to 1.3 trillion baht by 2025. The Thai market for hemp alone is expected to increase from 600 million baht today to 50 billion baht in 2025.

On September 23, the NBTC had announced it would issue its decision on the True-DTAC merger on October 12 after the Council of State advised on September 20 that the NBTC has no authority to approve or reject the merger, but it could only issue regulations to mitigate its impact on the public. The NBTC has come under much criticism from both opponents of the merger and shareholders of True and DTAC for delaying its decision. The NBTC has repeatedly delayed its decision on the merger, saying it needed time to study the pros and cons and the impact on society, as well as for the Council of State to define its authority on the issue. Academics and the Thailand Consumer Council have called on the NBTC to reject the merger outright for fear of severe impact on consumers, while True, DTAC and their shareholders called on the NBTC to proceed with the merger so that their business plan would not be affected. The two telcos argue that the NBTC has no authority to approve or reject the merger and at least nine mergers have take place under the 2018 NBTC Notification, which required the watchdog to only issue measures to mitigate the impact.

Battered bus seat with mushrooms growing on it finally replacedMushrooms growing on the worn-out seat of a No.82 bus. That seat was on a No.82 bus on the Tha Nam Phra Pradaeng - Phahurat route. The photo came to the attention of the Land Transport Department, and officials visited the No.82 bus depot to check it out on Tuesday. Sarat Sirivech, 43, a bus dispatcher, said he had learned about the bus seat and the mushrooms on it from social media. There was persistent rain over that time and the already worn-out seat might have soaked up the moisture - and mushrooms grew on it.

Despite the move, Wattanasak Sur-iam, director-general of the Internal Trade Department, said on Tuesday overall supplies of essential products remain ample, with no reports of hoarding. "Despite ongoing floods, we have yet to receive any reports of hoarding or shortages of essential consumer products," said Mr Wattanasak. In flooded areas, Mr Wattanasak said the department will send officers to continuously monitor the prices and quantities of products. The schemes offer discounts on daily consumer products such as pork, chicken, eggs, agricultural products and fruit supplied by producers' associations, suppliers and farmers in each province.
