After the revamped student aid form upended the last college application season, upcoming changes spur mixed reactions. The Education Department said Wednesday it will launch the next Free Application for Federal Student Aid in phases to mitigate the problems that plagued the rollout of the redesigned form this year, a strategy that is being met with a mix of cautious optimism and disappointment.
