By Aaron Maasho ADDIS ABABA (Reuters) - Ethiopia plans to increase coffee exports by a third by the end of the 2013/2014 fiscal year to help counter a fall in revenues due to lower coffee prices, the head of its coffee exporters association said on Monday. Coffee exports from Africa's biggest producer hit a record high of 198,706 tonnes in 2012/13 but earnings of $744.9 million were lower than 2011/12, when sales of 169,391 tonnes earned Ethiopia $833.1 million. The World Bank says international prices for coffee declined by about a third between the two periods. The slide in coffee exports weighed on overall export earnings, which slipped to $3 billion in 2012/2013 from $3.15 billion a year before. Four million smallholder farmers grow coffee in the misty forested highlands in the west and southwest of the country.

In the first place the state-created Ethiopian Human Rights Commission and other reputable human rights advocates have well documented the government’s involvement in atrocities, which it has occasionally admitted to and vowed to address. Ethiopia’s engagement with the United States, a global superpower, is crucial for a variety of reasons, spanning political, economic, security, and humanitarian concerns. Constructive ties between the two countries can promote sustainable development, address regional challenges, and advance shared interests in areas such as peace and security, human rights, and economic prosperity. If Ethiopia values the friendship of the U.S. it must avoid the kind of defensiveness it displayed by chiding the latter’s ambassador. After all a true ally is someone who gives one an honest opinion, not just tell it what it wants to hear.

In a bid to avert the impacts of fluctuations in international trade, Ethiopia has introduced a newly amended export incentive policy, overhauling incentive scheme provisions for value addition in export commodities. The ‘Export Trade Duty Incentive Schemes Amendment Proclamation’ tabled to Parliament this week looks to replace legislation first ratified in 2012. The draft introduces a range of changes in the country’s export incentive landscape previously hoped to boost ailing export performance. Experts behind the draft also propose new rules regarding the import of defective raw materials. Under the 2012 proclamation, exporters were obliged to pay a five percent tax on imported raw materials that are found to be defective or damaged.
