These agreements underscore Turkey’s strategic and economic aspirations in the broader Horn of Africa region. I have studied Turkey’s historical and current involvement in Somalia to understand what’s driving Ankara’s policy in the Horn of Africa. The opening of a training facility in Mogadishu has increased Turkey’s strategic depth in the Horn of Africa, projecting the country towards both sub-Saharan Africa and the Indian Ocean. And the use of Turkish drones in Ethiopia’s Tigray conflict has shown Turkish defense arrangements have become a factor in local dynamics. The deal is a response to changes in the regional landscape and the ongoing reconfiguration of power dynamics in the Horn of Africa.

Tensions between Egypt and Ethiopia have escalated in the Horn of Africa, raising concerns over potential proxy wars. Egypt has deepened its involvement in the region by arming Somalia and deploying troops there, aligning with Somalia after Ethiopia signed a controversial port deal with Somaliland. This deal, which saw Ethiopia recognize Somaliland’s independence, angered Somalia, which considers Somaliland part of its territory, leading it to seek Egypt’s support. The growing regional instability, combined with tensions in Sudan, Eritrea, and Djibouti, heightens the risk of proxy conflicts. Both Egypt and Ethiopia are urged to reconsider their strategies, with calls for de-escalation to prevent further destabilization of the region.

October 17, 2024 (NAIROBI) – Human Rights Watch (HRW) urged the Ethiopian government to take immediate action to protect Sudanese refugees who fled from their country to escape the horrors of war. Since April 2023, tens of thousands of Sudanese have sought safety in Ethiopia, only to face violence and displacement. In an attempt to provide safety, authorities relocated thousands of refugees to a new camp in July. “These refugees have escaped horrific abuses in Sudan and came to Ethiopia seeking safety, not further threats to their lives,” said Laetitia Bader, deputy Africa director at HRW. “The Ethiopian government must uphold its obligations to protect refugees and relocate them away from the conflict zone,” Bader stressed.
