If those same unions were told by the Government: “Look, the country can’t afford to pay you all more money. Some of the country’s biggest home builders have warned the Government its proposed rental sector reforms are unconstitutional and threatened legal action if they fail to engage with them on it. The property developers warned Minister for Housing James Browne and Tánaiste Simon Harris that the Government’s proposed reforms are inconsistent with both the Irish Constitution and the European Convention on Human Rights (ECHR). They have held out the prospect of taking legal action should the Minister for Housing fail to engage with them prior to the legislation’s introduction on March 1st next. As part of that letter which he copied to Simon Harris, Mr Daly enclosed a legal opinion produced by his company’s legal advisers, Byrne Wallace Shields. The measure, which would not apply to landlords with three tenancies or fewer, would, according to Mr Daly’s legal advice, represent an “unjust attack” on a large landlord’s property rights under the Constitution.

The State agency, which supports Irish companies operating in the international sector, reported jobs growth among its client companies last year of more than 12,000 – with a net growth in new positions of about 2,900. In 2021, Enterprise Ireland companies added more than 20,300 jobs but the numbers have been slipping since. However, he says many Irish companies have grown their presence in the euro zone and, in particular, the Nordic countries. The bank’s latest forecast puts employment growth for 2026 at 1.5 per cent – a significant cooling compared with recent years. In its final quarterly bulletin of 2025 it noted that employment growth would likely continue to slow over the next couple of years.

Employees have been given a greater degree of control over the decision as to whether they choose to work on for another year after their contractual retirement age. What has the Employment (Contractual Retirement Ages) Act 2025 clarified in relation to contractual retirement ages in Ireland? While the State pension age is currently 66, many employers operate contractual retirement ages of 65, or in some cases, lower. The new Act enables employees to decline to retire at their contractual retirement age and instead continue working up to the State pension age. However, the 2025 Act specifically requires employers to justify a lower retirement age in relation to “the retirement of the employee concerned”.

Hopefully it signals that a sense of urgency has at last started to permeate the various government bodies with responsibility in the area of housing. It found that, for a variety of reasons, less than half of the large housing projects granted planning permission since 2022 had started construction. This would appear to explain why both the LDA and Metrolink appear to have political support for their new-found appetite for action. It is inevitable that political support for this focus on getting things done will be tested. Put simply, this means that more people are being squeezed out of the housing market by rising prices.
